Frank Warren has over 19 years of real estate and economic development experience. Having worked for market research, real estate development and appraisal firms, Mr. Warren brings a uniquely comprehensive perspective to all advisory assignments. Warren & Associates
In 2001, Mr. Warren established a consulting firm to concentrate on commercial, residential and mixed-use market studies, as well as real estate and housing analyses for economic development and comprehensive planning assignments. Clients include an array of private developers, investors, lenders and public sector agencies. For large projects, Mr. Warren often teams with affiliated firms providing land planning, architectural and transportation expertise.

Research Company (1995-2001)
Mr. Warren became Vice President in charge of Charlotte operations for Karnes Research Company in 1995. He was named President of Karnes in early 1999, and managed offices in Charlotte and Raleigh. He supervised production of quarterly office, industrial and retail reports, prepared market studies and participated in comprehensive planning initiatives.
Faison
(1991-1995)
Mr. Warren established a market research department at Faison, an office and retail real estate firm which operated eight regional offices. Mr. Warren directed studies for new developments and acquisitions, and advised institutional clients on local market conditions the Southeast. Faison’s portfolio tripled from 18 million to 60 million square feet during Mr. Warren’s tenure.

As a Senior Associate at Hammer, Siler, George Associates (HSGA) in Washington, DC, Mr. Warren completed market studies for a variety of residential, commercial, and mixed-use projects throughout the United States. (2001 - 2006)
In 2001, Mr. Hall joined HNTB as a principal planner in the
Charlotte office. Mr. Hall was responsible for managing
comprehensive and small area planning efforts, as well as
transportation/land use impact studies throughout North
Carolina. Mr. Hall provided technical expertise in forecasting
household/employment growth and evaluating direct and indirect
environmental impacts of North Carolina Department of
Transportation projects. Examples include an analysis of
potential growth resulting from the widening of Brawley School
Road and two new I-77 interchanges in Mooresville. Mr. Hall
also played a major role in evaluating the land use impacts of
transit alternatives for two of the five mass transit
corridors in the Charlotte metropolitan area.
Karnes
Research Company (1999 – 2001)
Mr. Hall served as a market analyst for Karnes Research
Company. He was responsible for conducting feasibility studies
for multi-family residential and commercial developments
throughout the Southeast. In addition, he participated in the
production of quarterly Charlotte office, industrial and
retail market reports providing supply and demand data for
real estate developers, lenders, and brokers. Mr. Hall also
analyzed demographic trends and developed economic strategies
for comprehensive planning initiatives.
Charlotte Mecklenburg Planning Commission (1996 - 1999)
As an associate planner for the Charlotte Mecklenburg
Planning Commission, Mr. Hall contributed to the development
of area and inner city corridor plans. He was particularly
focused on neighborhood revitalization strategies, serving as
the economic development liaison between the Planning
Commission and City Manager’s office.
Dale Henson Associates (1995 - 1996)
Working as an intern for this Atlanta-based real estate
consulting firm while pursuing his degree in City Planning at
the Georgia Institute of Technology, Mr. Hall generated

Mr. Zawtocki managed the profitability of Real Estate lead
generation by developing online promotions, leading cross
functional teams to release new programs, and optimizing the
completion of the product’s qualification form. He increased
revenue by $600K per year by optimizing the internet
cross-sell with Lending Tree’s Purchase Mortgage product.
Borden Real Estate/Borden-Tolley Appraisals (2003-2005)
As a broker and developer with Borden Real Estate, Mr.
Zawtocki performed such diverse roles as asset management,
leasing, sales, and commercial and residential appraising.
He also oversaw commercial development involving Federal and
State Historic Tax Credit projects. In this position, Mr.
Zawtocki appraised a $6 million residential subdivision for
a developer, and co-brokered a $2.6 office lease for the
Veteran’s Administration.
Nokia Networks (2000-2001)
As Product Manager in Irving, TX, Mr. Zawtocki performed a
full range of marketing disciplines including business
process creation and improvement, joint marketing, and
conducting customer meetings to support account teams.
Verizon Communications (1996-2000)
Mr. Zawtocki’s wide-ranging tenure with Verizon
Communications include Associate Technology Engineer, Senior
Administrator, Specialist for New Services Pricing, and
Product Manager. In his years with Verizon, he developed
software, generated pricing and cost support for a variety
of services, and developed comprehensive product marketing
plans, budges, and revenue forecasts.

Jessica Sick has more than five years of planning, economic

joining Warren & Associates, Miss Sick worked for public and

development ordinances. Miss Sick has worked in New England
and the Carolinas.

Miss Sick also worked as a current planning consultant for

Miss Sick served as an Associate Planner for the Providence,
Rhode Island office of The Community Builders, Inc., the
oldest national developer of affordable housing. She was
responsible for small area plans, due diligence, creation
and modification of project pro formas. She also served as a
liaison to local funding sources. A significant project was
a $73 million Hope VI redevelopment in downtown Hartford,
Connecticut.
Town of Cumberland, Rhode Island. (2002-2003)
As a Planner I and Zoning Officer for the Town of
Cumberland, Miss Sick worked for the Cumberland Board of
Adjustment. Her responsibilities included variances and
appeals, subdivision plats, and the 2002 update to the
comprehensive plan. She also worked on conservation
ordinances for publicly owned parcels.

Ms. Siers has written a short-fiction column for the

written several articles for Charlotte Magazine, and does
editing on a part-time basis.
Community Volunteer Work. (1989-Present)
For more than fifteen years, Ms. Siers has been active in a
variety of community volunteer work, ranging from writing
and editing newsletter articles, organizing volunteers and
fundraising for Habitat for Humanity houses, tutoring both
children and adults in English as a Second Language classes,
and helping coordinate a lecture series at Dilworth United
Methodist Church.

Bowser brings a diverse set of skills to Warren &
Associates. He has extensive experience providing
companionship to those who love him. As a rescue, he also
recognizes the importance of hard work in earning his
treats. Blindness does not limit his contributions to the
workplace.
Warren & Associates
Bowser is an integral part of the Warren & Associates team.
He supervises all security by keeping his nose pressed to
the door and an ear lifted for footsteps in the hall. He
also conducts regular tours of the office to make sure he
hasn’t missed an opportunity for an ear rub or a pat on the
head. Other duties include entertainment through rolling,
scratching, and, occasionally, bumping into walls and other
objects in his path.
